From video franchising to municipal entry into telecommunications, the role of
local governments has often generated more public policy heat than light. This
session will instead explore the technology that is driving the debate. Learn
about the promise and challenges offered by technologies such as wi-fi, wi-max, and IPTV. Find out
more about how these technologies may be deployed within and impact the Qwest
region specifically.

3:15 – 4:30 Special Qwest Tour (for state/federal
regulators and staff only) – The conference hotel is located within a very short
walk of a local Qwest office. Regulators and staff will tour this office which
is a typical central office, but also houses two customer service centers that
interact with Qwest customers across the region, nation and internationally.
The Small Business Credit Management Center is responsible for collection of small business
accounts in Qwest's 14-state region. This involves helping customers with
payment arrangements and consultatively helping customers become current on
their bills for services such as: dial tone, long distance charges, and various
telephone services. The Business Markets Group Credit & Collections center
is responsible to collect on the entire portfolio of Qwest Business products
and services for large business customers (Local, Long Distance, Voice, Data,
Video, Web Hosting, CPE, Network Managed Services and Professional Services).
In addition, it manages accounts receivables across all billing platforms
impacting business customers across the United States and internationally.
